Brooks Pierce Capital Dispatch: Legislators Consider Bills Before Crossover Deadline, Budget Work Continues
Bills Clear Crossover Deadline
Legislators considered dozens of bills over the last two weeks as they faced the “crossover” deadline of May 8. Under legislative rules, bills other than tax and appropriations bills must pass one chamber by that date to remain eligible. Even if a bill did not meet the crossover deadline, it is possible for its provisions to surface later in the session in other eligible bills.
Among the recently considered bills that met the deadline are:
- H 301: Social Media Protections for Minors Under 16
- H 850: Interbasin Water Transfer Moratorium and Study
- H 909: Establishes a State Infrastructure Bank Board to administer certain funds for infrastructure projects
- S 408: No high-risk apps (such as TikTok) on state IT devices
Budget bill
The North Carolina House is working on its version of the 2025 budget bill with an announced goal of passing it before Memorial Day. The Senate on April 17 approved its version of the 2025 Appropriations Act by a vote of 30 to 15. Four Democrats joined twenty-six Republicans in supporting the bill. Fourteen Democrats and one Republican voted against it.
The Senate bill appropriates $32.6 billion in FY 2026 and $33.3 billion in 2027 for the state’s General Fund for the two-year biennium. The current 2025 fiscal year General Fund budget is about $31.7 billion.
After House approval, the bill will go to a committee of members from both chambers to produce a conference report for a vote in each house. Legislators are seeking to present a bill to the Governor prior to June 30, the end of the state’s fiscal year.
