Brooks Pierce Partner Named Vice Chancellor and General Counsel for University of North Carolina – Chapel Hill

Brooks Pierce partner Charles F. Marshall III has been named vice chancellor and general counsel for the University of North Carolina effective Sept. 16. 

“Charles has been a great asset to Brooks Pierce since joining the firm in 2003, bringing unique insight and perspective to a variety of complex legal issues, and we wish him well in his new endeavor,” said Reid Phillips, the firm’s managing partner. 

Marshall, a Charlotte native, began his legal career as a law clerk to the Honorable John D. Butzner on the 4th U.S. Circuit Court of Appeals. He then spent almost four years as an appellate litigator with the U.S. Department of Justice in Washington, D.C., arguing cases in federal appeals courts across the country.

Since joining Brooks Pierce, Marshall has parlayed his experience on the federal level into helping organizations solve complex legal problems that span civil litigation, regulatory enforcement and governmental affairs. Marshall also helped launch Brooks Pierce’s data privacy practice, counseling large and small businesses on both how to respond to a data breach and how to implement procedures to reduce the risk of a potential data breach. 

His diverse work has brought him significant recognition, including being selected by his peers for inclusion in The Best Lawyers in America© for commercial litigation and government relations from 2012-2019. He has been recognized in North Carolina Super Lawyers for business litigation from 2012-2019, including being named one of the top 100 attorneys in the state from 2013-2014, and was recognized in Super Lawyers Business Edition for business litigation in 2015. 

Marshall is a member of the firm’s management committee. He has previously served as chairman of Brooks Pierce’s recruiting committee and client development committee. 

He has also been active in the community, including having served on the Advisory Panel for the Z. Smith Reynolds Foundation and on the board of directors for Justice Matters.

During his time at the firm, Marshall worked closely with Brooks Pierce partner Jim Phillips, who served as chairman of the UNC Board of Governors from 2006-2008. “The attorneys at Brooks Pierce have a longstanding commitment to public service, including a long history of serving in leadership roles at the University of North Carolina,” said Jim Phillips. “I am proud that Charles is taking on this important role and I know that he will do a great job for our university.”  

Marshall received his bachelor’s degree from UNC as well as his juris doctorate from UNC School of Law. He served on the board of visitors for UNC from 2012-2016.
