Overview

Carol serves as Brooks Pierce’s Federal Communications Commission (“FCC”) Regulatory Specialist and provides paralegal assistance to attorneys specializing in media and communications law.

As the FCC Regulatory Specialist, Carol is in constant communication with FCC staff regarding licensing issues, regulatory questions and various technical issues. She also regularly coordinates with clients, attorneys and outside consultants regarding the preparation and filing of electronic and paper applications and reports with the FCC and FAA including applications for new licenses, registrations and construction permits, modification of licenses and construction permits, cancellation of licenses and permits, license renewal applications, applications for assignments of license and transfers of control, Ownership Reports, EEO Reports and Children’s Programming Reports. She assists clients and outside consultants with navigating the Commission's repack reimbursement regime and filing requirements. She also actively manages the firm’s internal FCC Database. Carol received her Paralegal Certificate from Duke University in 2010.
