Heather Fennell has extensive legal knowledge in the utilities, energy, and regulatory sectors. Before joining Brooks Pierce, Heather was the Deputy General Counsel for the North Carolina Utilities Commission, and served as a staff attorney at the both the North Carolina Public Staff and the North Carolina General Assembly.
